Centex Destination Properties Pulls Back Permit for Palm Coast Resort Condo Hotel and Announces Sale of Commercial Construction Div.

Centex Destination Properties pulls plug on local condo hotel at the same time it sells the commercial construction division that was building the project.

February 1, 2007 – In surprise dual announcements, Centex Destination Properties, a division of Centex, withdrew its permit for the fourth and largest building in the new Palm Coast Resort project, the condo hotel. Meanwhile, Centex announced the sale of its commercial construction division to Balfouor – Beatty, a British company. This is the same Centex division that is handling construction at the resort site. The full press release of the sale is provided following this article.

The two condominium buildings and parking facility already under construction on the site will be completed according to city officials. The hotel is officially on hold. Centex has requested that the City of Palm Coast refund $787,006 of the $851,230 in development fees collected from the developer by the city. The PUD (Planned Unit Development) for the resort gives the developer five years to build, but city officials indicate that they could grant an extension.

This is another chapter in an ongoing story that weaves Centex Destination Properties together with Bobby Ginn’s company. First, it was rumored that the Ginn Company was acquiring all CDP’s projects in Flagler County. This story grew to include all of CDP’s properties. Ginn ultimately bought only the Ocean Hammock Club with its Jack Nicklaus signature oceanside golf course and the Ocean Hammock Lodge. Many believe that negotiations continue for some, or all, of the developments. In addition to the Palm Coast Resort, the CDP properties in Flagler County speculated as future Ginn Company acquisitions are Tidelands, Bulow Shores, and Marineland.

How many more chapters remain in this story? And how do the people who have purchased units in one of the condominium buildings currently under construction feel about these latest moves? If the hotel is never built, will the condo owners be faced with future assessments to cover the operation of the parking facility designed to be shared with the hotel? With the hotel on hold, what will Centex do about the Palm Harbor Golf Course? Will Centex keep the present marina open "as is" or will it be improved or closed? Might it become a partial solution to Flagler County’s need for a public golf course? What about the condo project Centex planned for the existing golf practice area? So many questions.

Centex Corporation Announces Sale of Its Commercial Construction Operations
DALLAS, Feb. 1 /PRNewswire-FirstCall/ — Centex Corporation (NYSE: CTX) today announced it signed a definitive agreement to sell its commercial construction division, Centex Construction, to Balfour Beatty PLC, a leading U.K.-based international engineering and construction group, for approximately $362 million. Centex expects to complete the transaction by March 31, pending regulatory approval.

The transaction will further solidify Centex’s strategy to sharpen its focus on its core home building operations. It follows other actions the company has taken that underscore that commitment, including the sale of its sub-prime home equity lending group, Centex Home Equity Company, in July of last year, and its U.K. home building operations, Fairclough Homes, in September of 2005.

"This transaction is positive for both Centex and Centex Construction," said Tim Eller, chairman and CEO of Centex Corporation. "The sale further simplifies our portfolio and supports our strategy of focusing on our core home building operations. Centex Construction’s already strong operations will benefit significantly by being part of a company focused entirely on the commercial construction sector."

Ian Tyler, chief executive of Balfour Beatty, said, "Establishing a major presence in the U.S. on the model of our U.K. business, with strong capabilities in project management, project delivery and capital investment, is an important element in Balfour Beatty’s established long-term growth strategy. Centex Construction is a high-quality building and building services company which gives us profitable critical mass in the U.S. in a core Balfour Beatty business and brings substantial development and growth opportunities."

Shame on Centex and the City

The homeowners that live around the Palm Harbor Golf Course are now left with a view of dead grass, piles of fire ant mounds, devastated trees, and clogged drainage ditches.Great job Centex !The City of Palm Coast needs to keep that $787,000 to clean up the course and clean out the drainage ditches that flow into the lakes before we get a major hurricane. Shame on Centex for the rape of our land and the destruction of a course that many of our senior citizens enjoyed. We can only hope the City of Palm Coast learned its lessonand will hold Centex responsible for this mess.

    Palm Harbor Golf Course

I’ve lived in Palm Coast for nearly 30 years. My husband and I raised our 6 children in this beautiful community. I could cry when I think of what Centex
in co-operation with our city planners have done to our city. The Hotel was a beautiful location with huge Oak trees and lovely landscaping. It is now an abandoned cold concrete jungle. The golf course looks as if it was abandoned years ago. Not only does it look ugly but it has now become a fire hazard for all of us. I’m so sad. Ms. Fitzgerald

You’ve got to be kidding me

The old hotel was a piece of junk, the new hotel looks like a castle when you drive over Hammock Dunes bridge. It’s quite funny that the residents on Palm Harbor Golf course blame the city and developers everything…Paint your houses! (not bright pink with teel accents) Mow your lawns! Get rid of the embarrassing weeds! You’re what delays the development of Palm Coast, you and your 50 year old run-down box on a decrepid golf course. Thanks for killing this town’s potential.

    Emotional!

The rape of your land…? What are you a Native American? Everyone needs to calm down and work together on this thing rather than making absurd comments about crying and the golf course catching on fire…It’s a construction site and its been delayed! Deal with it!
