Lighthouse Harbor Marina Village Planned on Former Cement Plant Site

Lighthouse Harbor LLC (Jim Cullis) has closed on the $3.4M purchase of the former Lehigh Cement Plant site at the corner of Roberts Road and Colbert lane.

Palm Coast, FL – April 17, 2015 – Lighthouse Harbor LLC has closed on the purchase of the former Lehigh Cement Plant site at the corner of Roberts Road and Colbert lane.  The company intends to bring forward a mixed-use community called Lighthouse Harbor Marina Village on the 88-acre site. The transaction closed April 6th. Public records show a sale price of $3.4M.

“This is an exciting opportunity to build a first-class mixed-use community and marina on a key site for Flagler County,” said Jim Cullis, Grand Haven Properties President and managing partner for the project.  “Our vision is to create a place that includes a commerce park, residences, retail shops and services including a marina, dry storage and a much needed new destination for boaters along the Intracoastal Waterway.”

According to Cullis, Flagler County currently has just one open restaurant accessible by boat on the Intracoastal Waterway (ICW.)  In addition, there are limited opportunities for marinas and dry storage for boat owners. The site has an existing navigable canal off the ICW that services the adjacent Sea Ray plant.  Cullis said the site is ideal for expanding the opportunities to enjoy the waterfront in Flagler County.

Existing entitlements for the property currently allow a 7.2-acre marina basin with 80 wet boat slips, 511 residential units, 160,000 square feet of commercial/retail and 200 dry boat storage slips.  Cullis said he will be working with the county, Sea Ray and other landowners to re-plan the project with an emphasis on mixed-use to generate economic development.

“We believe the site offers the opportunity to build value for the county with positive economic development and will engage a variety of stakeholders for input as the plan is updated,” said Cullis.  “Lighthouse Harbor will create new recreational attraction as well as jobs while also offering quality marina and boating options along Colbert Lane and the ICW.”

One thing that Cullis intends, regardless of the plan update, is to keep the tall chimney currently on the property from the old cement plant operation.  “The stack will be converted to look like a thematic lighthouse,” said Cullis.  “This will give the community a defining element and help create the sense of place we intend to establish for Lighthouse Harbor Marina Village.”
 
Cullis also owns Grand Haven Realty and he is the original development manager of the Grand Haven master planned community.  Grand Haven Properties is also involved in the development of the final parcels at Grand Haven including a planned commercial center The Shoppes at Grand Haven on Colbert Lane just south of Palm Coast Parkway, and the proposed Discovery Village senior care community at Grand Haven.

    Question on development timeline

    Do you have a projection of when the lots woild be available. Also the amenities you are considering. Looked at plantation next door and considering a lot to build on there but wanted to see what possibilities you have.

    I am interested in purchasing a unit with waterfront boat slip as soon as you release the plans for purchase. You closed on the property 2 years go and the latest update was that you were still working on the plans. Please contact me as soon as you know what you will be selling there. I prefer a one story villa type concept or condo if possible. Hopefully you will start something there this year? Please let me know..Thanks😊
