Land Development at Harbor View Marina Site Started

This 622 residential unit, multi-use PUD off Colbert Lane joins Country Club Harbor as the second new local development to break ground in the past few months.

Harbor View Marina construction, Palm Coast, FL - GoToby.comPalm Coast, FL – June 23, 2014 – A Land Development Permit has been issued by the County and work has begun on Harbor View, a multi-use PUD approved Under a 2006 Development Agreement. The Agreement authorizes 622 residential units, a salt water marina, fresh water canals and up to 45,738 square feet of commercial buildings. The project had been stalled by the Great Recession.

Harbor View borders the north side of the former Lehigh Cement plant as well as the southern end of Palm Coast Plantation. The site plan features 161 single-family home sites surrounding a fresh water canal system contained within the development, and 464 condominiums. The property, owned by Great Star Investors VIII LLC, of Charlotte, N.C., is within the unincorporated portion of Flagler County.

Some of the condominiums will overlook a marina with 83 slips between 30 ft and 50 ft long. The marina is being constructed on the canal once built to allow access from the Intracoastal Waterway to the Lehigh Cement plant. Sea Ray Boats is on the opposite side of the canal. Harbor View boatowners will have direct access to the Intracoastal Waterway.

Homeowners abutting the canal system can build individual boat docks. Plans call for a lift station capable of transporting boats from the saltwater canal to the fresh water canal system and back. Permits have been issued by St Johns River Water Management District and Army Corp of Engineers.

Minimum building size is specified to be 1,500 square feet for single-family structures and 1,200 square feet for condominium units. Maximum building height is 40 feet and 95 feet respectively. A parcel fronting Colbert Lane north of Harbor View Dr is reserved for commercial buildings.

The current work is confined to excavation of the marina basin. S.E. Cline Construction is the contractor. The next steps are likely a design/build for the docks and seawall, followed by excavation of the fresh water canal system.
